It's up The Palm Tower at Nakheel Mall on Palm Jumeirah. Handy if you're already on the Palm, but a fair detour if you're coming from Old Dubai or Downtown.
The drawback It's busier and more mainstream, and the deck sits lower than The View at the Palm. If a polished luxury feel is all you're after, it might strike you as a bit basic.
