For most people, Dubai Frame is the safer call. It's cheaper, it needs almost no planning, and you get both old Dubai and the modern skyline from one spot. Go to The View at the Palm only if that aerial shot of Palm Jumeirah is the exact photo you flew here for.
These two aren't really competing for the same visitor. Dubai Frame is a city overview from inside Zabeel Park, with the older districts on one side and Downtown on the other. The View at the Palm is higher and far more specialized, a lookout aimed squarely at Palm Jumeirah, the Gulf, and the marina end of town.
If it's your first time in Dubai, I'd point you at the Frame, and the reason is pretty plain. You pay less and you walk away understanding how the city fits together, though the viewpoint itself isn't the fanciest. The View at the Palm feels more high-end and gives you the cleaner Palm shot, but you'll usually pay more for it, and sunset slots are where it bites you.
